Ordinance Posted for Public Review – IEPA Public Water Supply Loan Program

The City of Orient has posted Ordinance No. 2502-01 for public review regarding a proposed loan through the Illinois Environmental Protection Agency (IEPA) Public Water Supply Loan Program.

The ordinance authorizes the City to borrow up to $1,500,000 to fund improvements to the municipal water system. Planned improvements include:

• Replacement of approximately 1,200 feet of water main
• Replacement of an existing booster pumping station
• Replacement of water meters with radio-read water meters throughout portions of the city’s water service area
• Related infrastructure and system improvements

According to the ordinance, the loan would be repaid solely from water system revenues and would not constitute general indebtedness of the City.

The ordinance was approved by the City Council on February 24, 2025. State law requires the ordinance to be publicly posted and made available for review.
